SpaceX has improved the boat that will catch Falcon rocket nose cone shell. SpaceX made the catching net four times larger.
The nose cone shells are called payload fairings. Once outside the atmosphere the fairing is jettisoned which exposes the payload to space.
The SpaceX fairing separates into two halves. Fairings usually burned up in the atmosphere or were destroyed upon impacting the ocean. On March 30, 2017, SpaceX successfully retrieved a fairing intact for the first time in history. This was after the fairing was parachuted into the water. They want to parachute it and then catch it with the boat and the giant net.

Once this works, the next step is making the second stage reusable for having 100% reusable rockets with F9 and Falcon Heavy. Probably worth it, given F9 and FH are the current tested products and money makers for SpaceX. And the ones sooner to be certified for manned missions.

Why can’t they just let it land in the water, fish it right out and rinse it. Is salt water THAT bad?

its not hot after the long decent but I guess the autistic tiles and probably the control system don’t like salt water much, also fairing has to be very clean so they don’t dirty optic in satellites. And as you say parachutes are designed for net capture not splashdown so they might take damage
