Navy seeking high power microwave weapons against speedboats

Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is looking High Power Microwave (HPM) weapons to vessels like Iran’s speedboats. They are looks for High Power Microwave sources and innovative antenna concepts that could potentially enhance the ability to interdict and stop a broad spectrum of maritime vessels through less than lethal means. They also would like innovative concepts for high gain antenna technologies.

An HPM weapon is a directed energy device that uses either the radio frequency (RF) or microwave portions of the electromagnetic spectrum to deliver energy on a target so as to cause a disruptive or disabling effect.

OP says it is intended against “a broad spectrum of maritime vessels” so anything that is blocked by the thinnest sheet of aluminium or steel would be at a disadvantage there, even if they didn’t think to put on the tinfoil hats to stop secret US government microwave thought control beams. Which are apparently a thing now (even if the only thought they can induce is “Pain, bad, run”).

  7. 95 G Hertz microwaves have maximum absorption near the skin surface where the nerve receptors for heat are concentrated. The microwaves stimulate these nerve endings directly without actual tissue damage, generating a sensation as if being burned alive. Changes one’s priorities below the level of conscious thought toward escape for survival.

Why its not done ship-to-air against airborne marauders. All that. I share your wonder… what-all are the microwaves supposed to do? Even the flimsiest amount of aluminum foil shielding quite adequately protects against rather incredibly powerful microwave fields. Just consider your kitchen microwave oven and a piece of raw chicken. Wrap “it” in a single layer of household foil, and stick it in the microwave with another bunch of stuff to cook. After 15 minutes on HI, the chicken will still be near-room temperature and raw. As you said… if all the powerful microwaves end up doing is frying a cell phone, then nothing significant has been accomplished. I rather think the powerful microwaves — especially if tunable to quite a number of frequency-hopping wavelengths in real time — could be a DoS denial-of-service mechanism against interlopers wanting to Phone Home or attack based on shore-side telemetry. Break the communications. Unlike our own Marines, most other countries militaries tend to lose independence when they can’t Phone Home or otherwise establish and keep going a functioning top-down command-and-control fabric. Perhaps that is it. Wouldn’t violate the Geneva Convention that way. And “powerful” is relative. Just a few kilowatts … at the right wavelengths … would do, out to 5 km. GoatGuy

(Too bad if it’s a stupid low tech outboard dinghy with ripcord start and you only shut down the phone in the driver’s pocket.) Or, maybe it isn’t mentioned because the most vulnerable part of the human body to microwaves is the aqueous humor, the clear jelly inside the eyeball, which reacts like the clear jelly in an egg.
