Elon Musk noted that a ramp to 7,000 Model 3 per week should be doable just by optimizing its existing lines.

They pay for the VINs, they aren’t going to buy a bunch and then not get the revenue from delivering the cars they’ve agreed to but don’t get paid much of anything for until they delver.   18. I wouldn’t read too much into VIN registrations. It is just Tesla block reserving VINs that they expect to produce in the near term. Could be six or 8 weeks of production.

This is just an artifact of their registration process not being done in real time as they complete their cars.
