Tesla is speeding up their European Gigafactory efforts and are hoping to finalize a location choice in the coming quarters. Elon said in Q and A at the 2019Q2 conference call that he was hoping to have the Gigafactory 4 location selected by the end of this year and to have production in 2021.
Germany is a leading choice for Europe. Perhaps on the German-French border makes sense, near the Benelux countries
