Tesla achieved record production of 96,155 vehicles and record deliveries of approximately 97,000 vehicles in the third quarter of 2019.
Tesla needs to deliver 105,000 vehicles in the fourth quarter to reach 360,000-400,000 vehicles for the year.
Tesla has a higher-order backlog. They had net sales of about 110,000 in the third quarter.

Teslas are intended for a limited market of people who want spontaneously combusting automobiles. Eventually you will run out of buyers.
So they were 3% short of a very ambitious goal set by Elon Musk. I think one can say that that was actually a really good quarter. The 3% should not even be worth mentioning.
