Joe Tegtmeyer has videos on the construction of Tesla Giga Texas. There has been four months of construction of the Tesla Texas factory.
The Texas factory is ahead of where GigaBerlin was after four months. There is substantial foundation work and pilings at the Texas site. The Tesla Shanghai factory had some metal roof framing structures. The Berlin factory would catch up later with modular factory construction systems. All three factories are being built at a fast pace. The Shanghai factory was started 19 months before the Texas factory and about 12 months before the Berlin factory.

I bet there is no difference in injuries. And, if I am right, that means the additional laws are irrational and more of an obstructon that a help. I am not a regulation basher in general. But regulations must be rational to be worthwhile.
It is like this electric chainsaw I have that requires so many buttons to be pushed at the same time that I can't even use it in a safe way as I am a lefty.
