In this case, the timing isn’t driven by SpaceX readiness, but instead bureaucratic intransigence. They can’t launch until the bureaucrats are satisfied that they’ve been yanked around enough for now.
Bureaucracies are where the impotent and incompetent go to get a taste of power.
Can’t blame it on the FAA right now though. SpaceX has yet to deliver their full incident report for IFT-2. FAA legally can’t start moving until the full report is in. They are moving forward informally with the preliminary report though.
